A number of observations made in an earlier submission remain relevant, including:

  1. the need for a clearer framework for prioritisation,
  2. a lack of detail around the actions and the outcomes sought from the actions and
  3. the need for transparency and accountability in the process.
    It is important that there is a commitment to deliver against the actions developed, and there are mechanisms to hold the responsible agency to account for their delivery.


The current consultation round includes elements related to sustainable funding. It is important that work in this area is informed by the broader public discussion relating to sustainable biosecurity funding and the proposed Biosecurity Protection Levy.

The commitment made to sustainable funding must be maintained, and improvements to transparency in the funding and delivery of biosecurity incorporated into the ongoing operation of the biosecurity system.

In particular, GrainGrowers has been calling for:

  1. transparency and accountability in the way funds are collected and spent in relation to biosecurity (this includes clear annual reporting) and
  2. a demonstrated improvement (and a clear value proposition) in biosecurity outcomes for farmers and regular reporting on progress against these.
